Two Proposed Alterations to the Rules

First proposed change because we recently played on an (un-named) awful table, with horrible cracked and broken balls. At 7.30 the home team changed the balls to a new set, negating our practice.

Current;

1.2.3. They will also make sure the pool table is available for the visiting
team to start practice 30 minutes prior to start time, and that the table
is brushed/wiped down, and in good playing order (Please work with
the bar owners on this issue).

Proposed change number two
Because we had to reschedule recently. Some captains (Sam from JR pub and Kiho from Woodstock) were very helpful andaccommodating. One (un-named captain) offered only one date in the whole upcoming season and that was within the time we were still away. The current wording suggests that the captains should try to accommodate but falls short of explicitly saying so.

Current

1.1.10. Teams that require rescheduling MUST contact the other
team’s captain 24 hours prior to the scheduled time. The League
President must be notified also. If the request to reschedule is less
than 24 hours prior to the match, the other Team is not obliged to
comply, but it is strongly encouraged to do so, if possible.

is more than 24 hours then the other Team should make a strong effort

comply, but it is strongly encouraged to do so, if possible.

Charlie,
I agree with both of your proposals. The home team should give practise time on the table with the same conditions the match will be played. This means the table should be wiped down before the practise time, and the balls should be replaced before the practise time, too.
As for the make up games, rule 1.1.10 quotes "If the request to reschedule is less than 24 hours prior to the match, the other Team is not obliged to comply...". This means also, that if the request is more than 24 hours prior to the match, then the other team must comply and both teams must work on an alternative date which suits both teams. I would suggest to leave this paragraph unchanged, and if teams cannot find agreement, escalate it to the president of the leage. The president can then decide to rule this as a forfeit, or any other kind of arbitrary ruling he deems appropriate.
