Bernard Condrau was a member of the league since 2008, and was a dedicated player and captain in the league. He also served as the President of the league for 2 years, but most importantly, he introduced the current pool league website to the league in 2010, and maintains it ever since. He left Korea October 2016 to retire in Thailand with his wife Thinna.

The mid-season captain's meeting for the 2016 Summer/Fall season took place on August 28th at Phillies. A total of 11 teams were represented:

Dominic welcomed everyone and spoke briefly about the captains' responsibilities.


Then, after a few warm-up exercises, we got straight down to business. A number of proposals were discussed and voted on.


Proposal 1: To change the home advantage system in the playoffs.

Last season there were some complaints that winning in the playoffs should result in home advantage in the next round, instead of the higher seeded team automatically having the advantage. After some discussion it was felt that changing the system could potentially result in even more problems. The proposal was defeated by a vote of 10 to a steadfast 1.


Proposal 2: To introduce a perpetual trophy for B and C divisions.

Until now only the winners of the A division playoffs were awarded a perpetual trophy. In the interest of parity it was decided 11:0 to award a perpetual trophy for B and C divisions as well.


Proposal 3: To have independent overseers present at all divisional playoff finals.

A vote of 11:0 carried the proposal to have independent overseers present at all divisional playoff finals with the power to arbitrate potential disputes or even overrule refereeing decisions. This was introduced to ensure referees don't make biased calls to benefit their own team.


Proposal 4: To award an extra point for away wins within the division.

This proposal was given short shrift and defeated by 11:0.


Proposal 5: To change to an 18 week season with two bye weeks.

This was suggested as some members felt playing rescheduled games at weekends is a burden due to family and work commitments. It would also make scheduling the season an easier task. This proposal will be explored further and voted on at the next organisational meeting.


Other Business

Dominic informed us of complaints about coaching players. He urged all captains to be vigilant and to try to resolve disputes amicably.


JR BBQ is hosting a weekly cash tournament on Tuesdays. It's a double elimination singles tournament and entry costs 10,000 won. Sin Bin will be starting a Saturday tournament shortly. More details to follow.


Dominic spoke about the difficulties the league is experiencing with regards to making the season schedule. The parameters we have set for ourselves are quite limiting and make using an online resource impossible. Dominic thanked everyone for their understanding and ensured us that the IPL would strive towards finding the best solution.


Farewell Bernard

Bernard Condrau, an IPL stalwart, is retiring and moving to Thailand. Dominic thanked him for his years of dedicated service and his tireless efforts in creating and maintaining the IPL website. Bernard promised to continue his work on the website for which he received a heartfelt round of applause.


At that point the meeting disbanded and everyone dispersed full of joy and wonder.


Lenny:

We have to play on Sundays! Don’t complain.

The season starts Wednesday (18/01/17), captains responsibility is to enter the scores onto the website, if you have trouble please contact a member of the committee, please also take a photo of the score sheet at the end of the night and send it to Lenny.

Please also add any new players onto the score sheet, please make sure you include the gender of the player. Check they have never played in the league before.

Do not migrate any players yet, we must set up the league on the website first.

Make sure you pay your fees. Please ask Mark Jones of Scrooge pub for the bank details if you want to transfer (he will play home games the first 3 weeks). On the transfer please enter your team name or we don’t know who paid.

You will start forfeiting matches after the 3rd week if you haven’t paid.

Manage your team’s behaviour. Work with the other captains if there is a dispute.

Make sure your pub table is free 30 mins before the match starts for the visiting team to practice. You can take the home table to practice for 30 mins before the away team.

If you need to reschedule your match, please work it out with the opposition captain. You must give 24 hours notice minimum. Any later and it’s at the other captains discretion.


PROPOSAL 1st of March and 3rd of May are break weeks. (national holidays) OR keep it the same with a 20 week season no breaks (apart from byes for odd numbered leagues, they play 19 weeks).


11 to 4 votes in favour of keeping 20 week schedule.


[Some open discussion about a proposal for the bars to provide beer for the home or away team. Bar owners say they are not obligated and the home teams are free to negotiate with their sponsor pub however they wish]

PROPOSAL should the home team have to provide beers to the away team?


9-7 in favour of NO enforcement of alcohol provided by the home team to the away team.


Lenny: TIMEOUTS! There should be a 2 minute limit for all timeouts please.

Shot Clock: You may choose to enforce a 1 minute time limit on all shots by requesting a shot clock during a slow game.

Fouls. If any foreign object moves a ball at the table while you are at the table it is a foul.

Practising between games. Captains please make sure your team doesn’t practice between games.

Captains please make sure your referees pay attention.

Mark Barnes: We are raising money for an IPL team to go to Thailand for the Asia cup tournament. We are trying to sell pool table cloth at a discount rate to fund the trip. If multiple pubs sign up to purchase cloth we can try to negotiate a deal with the table fitters. Equally you could buy the cloth and get your own table fitter.

Which colours do you prefer? If no objections Mark will choose the blue colours for the bars (No dog shit brown).

Please let Mark know which colour you want soon.


Lenny: Set up the divisions..

We need to have 7 teams in 1 division and 8 in 2 divisions, you can stay to have your say, or leave and the committee will sort it out.

The mid-season blind draw doubles tournament will be held this Saturday, September 3rd from 4pm at JR BBQ and Bulldog.


Sign ups will be in JR BBQ from 3-3:45pm.


Entry costs 10,000 won and you must have played in at least 3 matches in the IPL this season in order to compete.

Prizes are as follows:


1st Place Pair: 240,000won + Trophy

2nd Place Pair: 160,000won

3rd Place Pair: 120,000won

4th Place Pair: 80,000won

5th-8th Placed Pairs: 40,000won


Please be aware that this tournament will be seeded and a player from an upper bracket will be paired with a player from a lower bracket. Results will also affect player rankings.
