Proposal on new league structure

Folllowing the discussion on seeding the playoffs depending on standings in the regular season is a proposal to move to skill-based divisions. While there may not be an ideal format, the idea behind this proposal is to create more competitive matches and reduce the number of double-digit blowouts.

League Structure
The league to be composed of 4 divisions, 2 upper divisions and 2 lower divisions.

Upper divisions: Stripes and High Ball
Lower divisions: Solids and Low Ball

Each team will play the other teams in their respective division twice during the season, once home and once away. The remaining matches will be randomly generated against teams in the other division in their respective level.

Playoff Structure

The playoffs would be the same as now, except that the two diviisional winner would be seeded 1 and 2, with the remaining teams seeded according to their record. This is what is currently being debated on the forum with the major difference being that the teams in each division would have played virtually the same teams during the regular season.

Division Structure

When captains come to the organizational meeting, they will be asked to pay a 100,000 won deposit on the league dues, a minimum of players on their roster and a request to either play in the upper or lower divisions. If the numbers for the upper and lower divisions are not equal, the executive committee will determine which teams will play in the higher or lower divisions based on the rosters provided by the captains. The executive committee would also provide a safeguard against a team of high-ranked players competing in the lower divisions.

This proposal would, if accepted, be a change implemented for the upcoming season, so would need to be decided on by June 30.

Skill-based divisions were discussed several times in the past and never found a majority in the captains meetings. However, your proposal is well thought through and is certainly worth considering. So, we have 3 alternatives at hand to be voted on 30th June, correct?
  1. Skill-based divisions as per your proposal
  2. Balanced divisions (seeding of stronger teams into the different divisions), see this post
  3. No change in the current league structure
There is a technical aspect which would need to be clarified in advance, which is the scheduling. Currently, the scheduling is done with a separate program (written and owned by Oz). The balanced divisions proposal could be scheduled the same way as currently done. If we would change it to 2 matches between teams in the division, or split into skill-based divisions, then the requirements to the scheduling would change towards more limitations. I'm not sure it can be done without reducing the number of weeks in a season or other measures.

would it be better to come of with a way to rate the teams? winning percentage?

I don't think we need to go as far as skill based divisions, there seems to be too many problems with implementing it. Just seeding the top 8 or 12 teams from the previous season should go a long way to providing more balanced divisions.
