Player profiles for the same person should always be migrated. It is the responsibility of the captains to make sure that players, who have played in the league before, are migrated rather than created as a new player.
All execs monitor the data entry and resolve inconsistencies as the season progresses. However, judgment of whether a player is new or played in the league before is sometimes difficult, specially with common names.
